The simple answer is yes. Whether the alcohol used is from the pure ethanol group or fermented alcohol, it is not meant to be eaten. On bare hands, it’s going to evaporate anyway. For Muslims, washing hands with tap water has actually cleansed the remaining alcohol according to Islamic principles.

Can the skin absorb the alcohol, thus consuming the alcohol and making it non-halal?

Answer:

The alcohol used in the sanitizer is industrial alcohol, not from a liquor factory producing a consumer-alcoholic beverage.

Even the sanitizer, oddly produced using liquor, is the most natural way to clean. Use tap water and ensure there is no trace of color or odor.

More importantly, the measurement of sin in Islam is all about purpose. The purpose is to clean and not to drink.
